Introduction to the Center: 

The Center for Environment and Climate Change (CECC) at IIDS is a newly established center dedicated to advancing Structural Reform 2.0 by promoting a green economy and green growth through research, innovation, and policy engagement. Recognizing that climate and environmental sustainability transcend sectoral boundaries, CECC is committed to embedding a climate-conscious lens into all aspects of policy and institutional decision-making. 

Though still in its nascent stage, the Center has begun making meaningful contributions to Nepal’s climate agenda. CECC is currently leading a major project on foresight modeling of Nepal’s NDC 3.0 targets using Computable General Equilibrium (CGE) model. This project aims to assess the economy-wide implications of climate commitments and support evidence-based policymaking. The findings will feed into a comprehensive policy document being prepared to support Nepal’s position for COP30. 

We also collaborated with the Ministry of Forests and Environment (MoFE) on the formulation and implementation plan of NDC 3.0, offering technical and analytical support to ensure informed decision-making. Our work has included: 

  • Contributing to Nepal’s NDC 3.0 through policy analysis and formal feedback. 
  • Conducting economic assessments of electric vehicle (EV) policies. 
  • Supporting CGE modeling in the energy and transport sectors. 

Objectives 

  • Promote Cross-Sector Sustainability: Emphasizing the integration of climate and environmental concerns across sectors such as business, finance, infrastructure, and social development. 
  • Enhance Climate Awareness: Ensuring that climate considerations are central to public and private sector decision-making processes. 
  • Educate and Advocate: Building capacity and raising awareness among stakeholders to foster a deeper understanding of sustainable development pathways. 
  • Foster Collaboration: Creating platforms for collaboration among institutions, experts, and policymakers to share knowledge, strategies, and innovations. 
  • Contribute to Policymaking: Actively supporting national climate policy formulation with rigorous evidence, analysis, and strategic recommendations. 

CECC exists to rigorously examine the sustainability dimensions of policies and programs to ensure they align with climate-resilient and environmentally sound development.
