Research Lead
Dr. Sharma has collaborated extensively with the World Bank and the Asian Development Bank to inform evidence-based policy and drive inclusive development. His research portfolio includes serving as a Co-Principal Investigator on three projects funded by the International Initiative for Impact Evaluation (3ie), focusing on education and agriculture in Kenya, Nepal, and Uganda. He was also an Impact Scholar at the University of Michigan’s Center for Global Health Equity.
Dr. Sharma holds a PhD in Applied Economics from the University of Minnesota, Twin Cities, USA, and was a Postdoctoral Fellow at the University of Sydney, Australia. He also earned degrees in Economics from Brandeis University and the University of Maryland, College Park, USA.

Dr. Topraj Gurung
Policy Lead, Innovation and Impact
Topraj holds a PhD in Computer Science from the Georgia Institute of Technology, where his research focused on mesh processing and computer graphics. He has taught and mentored university students through formal courses and competitive programming initiatives. He is the founder of Blaze Labs, a nonprofit technology initiative developing education-focused tools for Nepal. He also contributes to programs that train young people for careers in software engineering and product development. His work emphasizes practical, scalable solutions designed for real-world impact and broad user adoption.
Dr. Bhupesh Adhikary
Policy Lead, Environment and Climate Change
Bhupesh Adhikary will be joining IIDS as a Policy Lead – Environment and Climate Change starting May 20, 2026.
Bhupesh worked as a Climate Action Lead at the International Centre for Integrated Mountain Development (ICIMOD) located in Kathmandu, Nepal. At ICIMOD, he also served as Senior Air Quality Specialist and Intervention Manager for Air quality monitoring intervention that helped establish state of the art in-situ air quality monitoring in Bangladesh, Bhutan, Nepal and Pakistan. He helped establish real-time Air Quality Watch dashboard for Nepal, Bhutan and Bangladesh using state of the art 3D-numerical models and near real-time observations from polar orbiting and geostationary satellites. Bhupesh has over two decades of experience in air quality and climate change science. He has been working on understanding the science and mitigation aspects of short-lived climate forcers (SLCFs) in the Hindu Kush Himalaya region using chemical transport models, in-situ, and satellite-based observations. Bhupesh has contributed to the Sixth Assessment Report of the Inter-Governmental Panel on Climate Change (IPCC) as Lead Author (Working Group I (WGI) contribution). Currently he serves as a Lead Author for WGI contribution to the Seventh Assessment Report (AR7) of the IPCC. Further he has served on many national and international committees advising governments and international organizations on topics related to air quality and climate change. He has helped organize many science policy dialogues, workshops and scientific/technical sessions. Prior to ICIMOD, he worked for the EvK2CNR Committee as their resident scientific coordinator, and as assistant professor at Kathmandu University, teaching graduate and undergraduate students. Bhupesh holds a PhD and an MSc in Chemical Engineering from the USA, and a dual bachelor’s degree in economics and chemical engineering. He has co-supervised several PhD students from Nepal and India and has co-authored more than three dozen publications in international peer reviewed journals.
