
Strengthening Knowledge and capacities on Gender Responsive Macroeconomic Policy

The study project aimed to: (i) generate evidence on gender-responsive macroeconomic policies, focusing on fiscal and monetary policies, including paid and unpaid care work; (ii) enhance policymakers’ ability to develop and implement gender-responsive policies using quality policy tools; and (iii) advocate for a policy environment that supports decent employment for women and increased investments in the care economy. It was a collaborative effort between UN Women, the ILO, and the National Planning Commission (NPC), implemented by the Institute for Integrated Development Studies (IIDS).
The project reviewed Nepal’s fiscal stimulus packages and monetary policies from 2020/21 and 2021/22, assessing their effectiveness in addressing the unequal impact of COVID-19 on women. Findings were shared nationally to foster dialogue on gender-responsive policies. Additionally, the project quantified gaps in care services (education and healthcare) and estimated the public investment needed to address them using a policy tool provided by UN Women.
A total of 77 policymakers and practitioners (35 men and 42 women) from all provinces of Nepal participated in capacity-building workshops, including three residential training sessions in Dhulikhel, Janakpur, and Nepalgunj. The “Gender and Economics” training manual by UN Women was adapted to Nepal’s context to guide these sessions.
A significant outcome was the creation of a gender-responsive policy environment. NPC Hon. Member Dr. Ram Phuyal announced the formation of a working group on care building and committed to including investments in the care economy in Nepal’s upcoming 16th periodic plan, ensuring continued progress toward gender-equitable economic policies.
