


The study focuses on scrutinizing district-level GESI policy performance in relation to the following six key policies focusing on women and Dalits: (1) Gender and minority-responsive budgeting systems with specific locations for women and Dalits; (2) Prioritization of projects benefitting women and marginalized groups (Badi, Chepang, Gandharva, Kamlari, Kamaiya, and Raute) in local government plans; (3) Government scholarships provided to girls and Dalits; (4) Participation levels of women and Dalits in decision-making in local institutions and committees; (5) promotion and provision of programs aimed at empowering women and Dalits through capacity building, income generation, and skills-oriented training; and (6) Access to specific post-disaster resources and opportunities by women and Dalits in the three earthquake-affected districts.
